The neighborhood celebration of Devon Wellington’s Way happened on June 5, 2024, the date that would have been Devon’s 35th birthday. Bruce took out praise flags to express her joy, letting the gold flags shimmer in the falling rain as neighbors peered out the window to watch the scene on their street.
